I think you’ll find the data is consistent, based on the random country being generated.
i.e. Japan has prefectures which are similar to states/provinces, but they are not supported by Mockaroo, hence it is empty.
If you restrict your country list to those with states and postal code systems supported by Mockaroo, you will get all the columns populated.
